Becoming a Certified Cargo Screening Facility

As required by section 1602 of the “Implementing Recommendations of the 9/11 Commission Act of 2007” (9/11 Act), TSA requires 100% of cargo transported on passenger aircraft to be screened at a level of security commensurate with the level of security for the screening of passenger checked baggage.

Effective June 30, 2021, TSA requires 100% of international all-cargo aircraft flights receive the same level of security screening and scrutiny as that of cargo shipments on passenger fights.

TSA certified cargo screening facilities are located throughout the United States to screen cargo prior to providing it to airlines for transport.  Certified cargo screening facilities must carry out a TSA-approved security program and adhere to strict chain of custody requirements.

Cargo must be secured from the time it is screened until it is placed on passenger aircraft or international all cargo aircraft for transport. Any facility tendering cargo directly to an aircraft operator, foreign air carrier, or indirect air carrier may apply for the program.

  • Distribution centers

  • Indirect air carriers
  • Airport cargo handlers
  • Independent cargo screening facilities

While TSA Principal Security Inspectors are the primary points of contact for the application process and approval of certified cargo screening facilities certification, we can assist you in this often complicated, detailed, application process. Training provided includes, training on Sensitive Security Information (SSI), the Certified Cargo Standard Security Screening Program (CCSSSP), Physical Search classroom and Physical Search, ETD, X-Ray and On-Job-Training (OJT) as well as instruction for the Screener Supervisor and training of the Security and Facility Coordinator.
  • Proven guidance on maintaining records, performing self-audits, and overall compliance as mandated by TSA.
